How to learn it

Learned from the Tome: Chain Lightning (tier 3). Tomes drop from monsters of level 20+ (2% base chance per kill, ×3 for ranged casters, bosses always drop one) and are sold by tome vendors (tier 3 tomes: 800 gold base value). Starter spells need no tome.
